Victor Khangulov is the Director of Data and Analytics for the Building Service 32BJ Health Fund, a self-funded plan that provides affordable, comprehensive, and innovative health coverage to 200,000 covered lives. In this role, Victor develops forward-looking analytical strategies that enable data-driven decision-making in design and administration of healthcare benefits for the 32BJ Union members and their dependents. Victor’s recent work included a comprehensive claims compare to Medicare costs, trend analysis, and savings estimates as the basis for removing New York Presbyterian Hospital system from the 32BJ Health Fund network. Victor also leads the team that is assimilating external data sources such as RAND and Turquoise into our data warehouse. Prior to joining 32BJ Health Fund, Victor was a Principal Consultant at Boston Strategic Partners, focused on using clinical data to evaluate outcomes and effectiveness of pharma products, medical devices, and therapeutic intervention strategies. Victor Khangulov has a background in chemistry and computer science and holds a PhD from the Johns Hopkins University in Baltimore.
