Attorney Rachel Snyder Good leverages 11 years of legislative experience on Capitol Hill to help health care organizations create better health outcomes and modernize the health care industry, particularly in the areas of women’s health and femtech, behavioral health, medtech/life sciences, and health care artificial intelligence (AI).
A trusted counselor, Rachel provides advice to clients on a wide range of health care matters, with an emphasis on strategy, regulatory, policy, and compliance issues. Clients value her in-depth knowledge of federal and state health care policy and regulatory issues, her strategic and creative thinking, and her ability to navigate them through the complex health care regulatory system in order to advance the clients' interests and improve the health care sector.
Rachel advises clients on the governance and regulation of health care AI and speaks regularly about best practices for the health care industry’s creation and adoption of trustworthy AI.
Rachel also co-leads Epstein Becker Green's Women’s Health and Wellness Industry Focused Initiative. In addition to raising awareness around this growing market, Rachel provides legal, business, and advocacy advice to those health care companies and their investors committed to leveraging innovation and technology to improve women’s health care outcomes and experience at every stage of a woman’s lifecycle.
Before joining Epstein Becker Green in March 2023, Rachel served as Senior Policy Advisor to Steny H. Hoyer during his tenure as both the Minority Whip and the Majority Leader of the U.S. House of Representatives.
As Senior Policy Advisor, Rachel played a key role in collaborating with and mediating between House committees of jurisdiction, House and Senate committees of jurisdiction, and Congress and the White House to ensure the passage of such crucial health care legislation as the No Surprises Act and the Inflation Reduction Act, as well as legislation to address the COVID-19 pandemic, the mental health crisis, women's health and health equity challenges, maternal health, and the opioid epidemic.
In addition to her time in Majority Leader Hoyer's office, Rachel served as a Congressional Affairs Intern in the Office of Legislation at the U.S. Food and Drug Administration (FDA), where she supported the work of addressing Congressional inquiries to the FDA.
She also served as a Health and Education Legislative Aide to U.S. Senator Barbara A. Mikulski of Maryland during the passage of the Affordable Care Act.
Earlier in her career, Rachel was a Judicial Intern for the Honorable Charles J. Peters of the Baltimore City Circuit Court and the Honorable Ellen L. Hollander of the U.S. District Court for the District of Maryland.
